This project contributes to the foundation of a new project center in Worcester, Massachusetts. It describes the forms of city government throughout the United States, with specific attention given to the structure of government in Worcester. Case studies are used to analyze two Worcester projects, one recently completed and one in progress. The studies reveal the relationships among Worcester's governmental components and non-governmental agencies, and their impact on the city's economic development.
