Congestion control with adaptive wq

This MQP creates a more robust and adaptive router-based congestion control mechanism through varying the Random Early Detection (RED) parameter, wq. As the round-trip (RTT) increases for a flow, wq needs to increase to track the changes in queue size more quickly. We develop a formula for changing wq based on RTT source hints and show that Adaptive wq improves the performance of RED for throughput, goodput, delay, and overall power.
