A second space race is upon us. At least 5 Major countries are making plans to visit or revisit the moon by 2025. Serious colonization could begin within three decades in an attempt to harvest the moon for valuable resources. Before lunar development begins the treaty covering property claims in outer space should be revised so as to facilitate private enterprise and secure infrastructure investments by nation states. If the UN does not take action in this area another organization will need to be created to do so.
